.5 being used for 1/2 hour?

is the .5 being used as a half hour or 1/2 0f 1.0 isn't that trying to schedule 1/2 hour as 25 minutes instead of thirty or paying someone for 50 minutes when they should be paid for 60 minutes to get from 0 to 5...=.1 of 1 hour

                    5 to 10..=.2
                    10 to 15.=.3
                    15 to 20 =.4
                    20 to 25 =.5
                    25 to 30 =.6
                    30 to 35 =.7
                    35 to 40 =.8
                    4o to 45 =.9
                    45 to 50 = 1.0
                    50 to 55 = 1.1
                    55 to 60 = 1.2

is that what 1040 stands for 50 minutes on the hour schedule k is that what action 61 stood for...when there are 61 seconds in a minute is that where the statement docked pay or docket, or docketed, or maybe pocketed the time and money spent doing schedules and workplans, etc ...unimaginable in both private and gov
