county road numbers in Selma?[edit]

Using Google Earth, I was tracing a route through the Selma area along interstate 64, and I noticed that every street in Selma had an oval route number shield with numbers in the 1000-1011 range, in addition to local street names (e.g. Route 1003 is also Donovan St, Route 1007 is also 14th Street). The shield shape is the same one used for state highways. Why are all Selma streets marked as if they are state highways? If Selma is unincorporated, I can figure that all rights-of-way are technically highways, and state or federal or county highways, but every single street in the hamlet?
