Who is responsible for checking the content mentioned on the packing list ?

Articles in the wikipedia must be useful. Example: The owner of a truck stuffs it full of old fridges, containing ozone depleting gases and an electrogenerator working on fuel - completely filled up with 100 l of fuel - and asks a forwarder to bring it to the harbor and ship it overseas. The owner lies to the forwarder and replies that there is just "Electronics" in the truck. The forwarder mentions this on the packing list. On the boat, the truck explodes. Who is responsible for the false information? Only the owner of the truck or also the forwarder for not having checked what is in the truck, especially as they know there is a high probability that there is this illegal material in the truck. Merge into Receipt

Why were Shipping list and the redirect packing list merged into the Receipt article? Merger took place in 2018. I can't see any discussion from that time about the merits of a merger, but I would hold that a shipping list and a receipt are not the same thing, and that the article Shipping list should be restored as a separate article.
