Thereference to Hillary Clinton using the phrase during confirmation hearings has the year wrong. It was January 2009

Due to Clinton's use of the term as presumptive Secretary of State I've tagged the article as relevant to WP:OBAMA, but I've left the importance as Low for now.

I've rated this article as C-class - it still needs considerable elaboration, including summary descriptions of "hard" and "soft" power in WP:summary style, a better idea of who is promoting the term, and a broader global perspective. It is too soon to ask for the article to be comprehensive, but I find sources such as a book "Soft Power"[1] associated with the Cato Institute, and application of the term to other countries such as Turkey,[2] which suggest that a broader focus is needed.
