Now that we know that khairkhan means "hill", calling the mountain "Songino Khairkhan Uul" is probably a pleonasm. Which means that we have a mountain and a district of the same name.
Three obvious options:
Songino Khairkhan (district) vs. Songino Khairkhan (mountain)
Songinokhairkhan vs. Songino Khairkhan
Songinokhairkhan Düüreg vs. Songino Khairkhan
Apparently, the name of the district is officially written as one word run-together. There may be other düüregs in need of disambiguation, though, so renaming them all to "Xxx Düüreg" may be a good idea as well. For that reason I'd prefer option 3.
