The village of South Nyack is no more, it has been dissolved

It is not officially dissolved yet, it was only voted on to start the process. To quote your article "Dissolution could take up to two years. The mayor and four trustees must now create a plan and hold a public hearing within 210 days to take care of village property, employees, municipal contracts, and debt issues. State law then allows for a second referendum based on the board's dissolution plan. Residents would need signatures of 25% of eligible voters for a second referendum. If voters then voted down the plan, there would be a four-year moratorium on seeking to dissolve the village." As such, I rolled back your edits until it becomes official.
