Yeah, Food & Drug Safety is a real thing but it doesn't count as a "ministry (부, bu);" the names are weird, but Ministry of Food & Drug Safety is actually an "agency (처, cheo)." Since the Minister of Food and Drug Safety is a deputy minister-class (차관급) official, it wouldn't be quite appropriate to include him in the article. If we were to include him, we would have to include all the minister-class (장관급) officials, which isn't necessarily bad but considering the Korean translation for the article would be 행정각부(Executive bus), I think we should only include actual heads of 부s.
