OK I ran all the references through Google Translate. They more or less support the article, but the "illegal" is only in the headline of the online service, and the body text simply says that they failed to seek a police permit. None of the other references say it is illegal. If this has come up last week when I was in Oslo I could have checked it out, but this article needs some Norwegian speakers to check it out. It is not as simple as that. You do not need to hold a permission from the police to hold a demonstration, but you are advised to inform them about the demonstration in advance. Usually you get the answer not to bother them with petty details like that (unless, of course, you are a racist or anti-racist organization). What you do need is permission from the land owner. What is a criminal offense, it to not stop demonstrating after being asked by the police, usually after being asked by the land owner, or committing (for instance violent) crimes while demonstrating. As far as I am aware, it is not illegal to gather people in Norway, and there is still freedom of speech.
