Notability?

I question whether this nubbin of a topic is sufficiently notable for an article. If the table was reduced in scale and other aspects of the use of substitute flags added it might be useful as a section under International Code of Signals or Naval flag signalling (or both??), but it hardly warrants an article. - J. Way too many flag signal articles, merge this one to International maritime signal flags to give it context and reduce its orphan nature. We have:

• Flag semaphore
• Substitute flag
• International maritime signal flags
• Naval flag signalling
