Potential free (PD) pic found

The "free pic" tool found one in the Russian Wikipedia, but when I tried to upload it to "Commons" the tool failed (error 404). This is the same pic and source that I found via Google yesterday, and seems to be a US Government one. I'll upload the pic to this Wikipedia until I'm convinced that is Public Domain, then will move it to Commons. Regards, DPdH (talk) 01:11, 1 March 2014 (UTC)[reply]
