Fair use rationale for Image:TacOpsInGame.png

Image:TacOpsInGame.png is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Should be supported by the following paper:

I don't know if it's available on the internet. A FOIA request may be necessary. I discovered this paper in this book, page 4175. Here's a short passage from that book:

Still further up the command chain (brigade to regimental level) sits TacOps15 — a turn-based 2D game of tactical ground combat. TacOps has commercial and military versions, and has been employed in training by the U.S. Army and Marines; Australian Army; German Army; Canadian Army; and New Zealand Army. Kennedy and other U.S. Army officers (Kennedy, Antal, Audet, Beauvais, Blair, Daniels et al., 2000) have provided a rather detailed description of the process of U.S. Army employment of TacOps.

(Likely short enough that it's not copyvio to share). That book was published by IGI Global, which IIRC is blacklisted, but it seems of excellent quality.
