I reverted a merge that had no discussion. A merge template must be used and authors informed for a period of time before such an action takes place.

countersurveillance looks like a blantant copy of TSCM but is really a much broader article topic. It would be inappropriate to assume all countersurveillance was TSCM related. What about non-technical means (sneaking about, say?) Go watch a few spy movies or TV series - few use electronic countermeasures (even James Bond rarely) but how about a good car tail or chase?
