Articles can not primarily be about plot, but need full coverage of other aspects of the subject
Plain factual description of the plot can be taken from the work itself, but interpretation must be based on published sources, and they must be cited. The views of the author about his work count as a source for the purpose, if properly referenced.
Even though Brin is a famous author, it does not necessarily mean that every one of his short stories is notable. The usual standard is that they have attracted substantial outside criticism from several third party independent published reliable sources, print or online, but not blogs or the like.
