The novel takes place no earlier than 1971 because when Ky Montana is driving through Milagro (pg 136 in my paperback), he notes the years of graduating junior high schoolers painted on the water tower, the last year being '71. The fictional Milagro must be in North Central New Mexico near Taos because Joe Mondragon grew up in Milagro and drove sheep with his father near the Rio Grande Gorge bridge - see his reminiscence of his childhood in part 2 (pp 161-170 in my copy).
