In desperate need of a re-write[edit]

Am I correct in assuming that this article was written by someone whose grasp of the English language is less than perfect? To put it bluntly, this article uses English words but one can hardly say it's written IN English. Needs to be worked on by a native speaker or someone with equal skills.
