Personally I don't think civic amenity site should be merged into transfer station. The two facilities do different things. The transfer station is a bulking facility where by waste deposited from local collections is bulked up to be transported to the final treatment or disposal facility. A CA site is a local site that provides facilities for the public to deposit their recyclable materials. I also disagree on a merging of those - My job is (also) to haul waste from CA sites to transfer stations, so I'd feel stupid somehow if they were the same!
As I understand the two places, the CAS is where you split your waste in categories / fractions and the TF is where the categories are processed (ie crushed, wrapped, baled separated or just loaded to larger vehicles) before transport to final destinations.
