Separate article needed for TDR

Currently this is a redirect to Air rights. Transferable development rights (TDR) are not the same as air rights; a new, separate article is needed to help explain the difference. Air rights may be transferable, but a TDR may be a property interest releated to land use that has nothing to do with air rights. For example, see Montgomery County, Maryland Agricultural Reserve.
