Schrodinger is correct. It's entirely speculative though I would assume from his accent and location that he is a resident of the region. I assume that he would have to be a native brazillian to be likely to possess the authority he had over the local police force. - Xvall

Minor Correction[edit]

As of now this statement exists in the body of the entry:

" After a power struggle in a huge eruption of power, Alucard tears through Alhambra's arm (in the OVA, he also kicks Alhambra's leg off at the knee), "
