Ownership of the house during Apartheid[edit]

It says in the article "Black Africans were not allowed to own homes in Soweto as they were meant to see themselves as temporary workers." So, who owned the house? Did he rent it from a white owner? Why would a white person own a house in Soweto at that time? Any sources for what the arrangements were for blacks in Soweto, if they all lived there, but none of them could own a house?
