Why was the 1994 regulation repealed?[edit]

Why was the 1994 regulation repealed and replaced by the 1999 version? Was there a cock-up by the UK legislators? Did the EU demand proper implementation? I am aware the Consumer Rights Act 2105 has repealed the 1999 SI, but I'd still like to know the story behind the repeal! Arrivisto (talk) 18:15, 20 January 2018 (UTC)[reply]
