In terms of noting Francois's significance, I think it's obvious within the article that he's noteworthy because of his contributions to the black hair care movement - he's been recognised by a wide variety of sources (all of which are included within the citations) for noteworthy work for celebrating black hair and creating hairstyles for black actresses, musicians and sports figures that are repeatedly covered in a wide variety of journals (again, see citations).

I'd also contest that the tone is in any way an advertisement, as nothing about it is working to promote Francois. The article simply states his achievements and notes the people with which he has worked. If there were more history here to the story that I could back with citations, I would. I've modelled the ways in which I have noted his life on John Frieda and Anthony Dickey's Wiki pages, so am unsure how the tone used in the Francois article is any different.

You'll see in the page history that I've tried incredibly hard to fit this page to Wikipedia's standards and would hope that it won't get deleted, as I'm still committed to making it work. Vernon Francois is a huge player in the black hair care movement and I think it would be a real shame not to note him here.
