~~Comment~~ Oppose. There doesn't seem to be consistency on whether or not a hyphen should be used. Malawi's constitution uses a hyphen^[1] as have articles from the BBC,The Guardian and Sky News. However, the aforementioned government page and articles from Reuters CNN and Al Jazeera do not use a hyphen. The fact that a hyphen is used in the constitution leads me to assume that the government website contains a typo that has spread to other sources.
