This article seems to be being used as a coatrack for other concerns.

Victorias are four-wheeled carriages, often drawn by a pair. Showing a picture of an ekka or tanga to tie it in with animal abuse concerns is not appropriate, although mentioning different or looser usage in Indian English might be.

Etymology

Try Berkebile and if it does not work for you the French (because its name milord had fallen in status) (too many taxis) re-named it before 1845 in honour of Queen Victoria and 25 years later, from 1869, the style became popular (with the name victoria) in Britain and USA.
