all sources cited are in context of Salaskar's death. Notability is thus not established for anything but mention at Casualties of the 2008 Mumbai attacks (WP:NOTMEMORIAL). If any source can be presented that discusses the subject's actual biography, independent of his recent death, fine.   • I think Vijay Salaskar meets the notability criterion because of his role as a encounter specialist, before his death in the Mumbai attacks.   • Today's news says that he has been nominated for Ashoka Chakra Award, which is the highest gallantry award in India during peacetime. Guess, that takes care of all the notability issues. Edited the marathi language(devanagri script) ळ in the name "Salaskar" to correctly represent the phonetic pronunciation of the "L" letter.
