A similar expression I've seen is in Strugatsky Brothers' Hard to Be a God: "А пьяные солдаты засовывают осведомителя в мешок и топят в нужнике".[And the drunken soldiers put the informant in a sack and drown him in the outhouse.] But may false memory told me that Strugatskys wrote "мочили в сортире", meaning that I heard this expression before Putin. Bukovsky (На краю. Тяжелый выбор России, Наследники Лаврентия Берия. Путин и его команда) claims that in Gulag during rebellions the informants were indeed drowned in outhouses.
