DO or NJ?

This article says the prosign DO is used to shift from International Morse Code to Wabun. But the Prosigns for Morse code article primarily uses NJ to specify the same sequence (dahdididahdahdah) and mentions DO only as an alternative representation. NJ at least has an intended interpretation: Next Japanese. I have no idea which one is preferable, or if both have preferred contexts.
