GA and Command

Command was not a "subsidiary" of GA. Light founded it after leaving GA. Waldorf couldn't be Project 1 because it wasn't exclusively Lighy's project. Project 1 is GA, Project 2 is Command, and Project 3 is, well, Project 3.
