What does this mean?

The article describes Yarmouk Camp as a Palestinian refugee camp in Syria. Then it goes on to say: "Living conditions in Yarmouk appear to be better than in Palestinian refugee camps in Syria."

Clearly this makes no sense. It's like saying apples are better than fruit.
