when to excise references?

A great many articles have had existing references to the DoD's versions of documents excised and replaced with NYTimes references. The references were excised from this article.

There are lot's of reasons for replacing references.
"replace the broken link primary source pdf reference with a fast loading secondary source reference (same document)"
