Well done! Article is newly expanded by KAVEBEAR on November 5 (and by the way, created new by the same earlier this year—but the expansion alone was fivefold). The references are very well done. The hook is easily verified, here. QPQ is done.

May I humbly suggest to the nominator a small change to the hook? To omit the term "Anglo-Franco Proclamation as follows:

ALT1 ... that Hawaiian Independence Day, on November 28, commemorates the diplomatic recognition of the independence of the Kingdom of Hawaii by France and Great Britain?

... simply because France and Great Britain are already shown to be proclaiming by the rest of the sentence, and since no article on the Anglo-French Proclamation yet exists, there is not much need to underscore the term itself. Or:

ALT2 ... that Hawaiian Independence Day, on November 28, commemorates the Anglo-Franco Proclamation recognizing the independence of the Kingdom of Hawaii?

By the way, the proclamation itself is on Wikimedia Commons: p1 & p2; you might want to use these as illustrations (but you certainly don't have to).
