  • That exactly was my first idea for the hook as well. The problem is there in no much info about the reforms. We do know some changes were effected immediately after the report submission (this was expected). The last (and pending?) case filed around March 2012 by his widow was that the Court's directions on jail reforms were never implemented. I did not find any links on followup to that case.
