Van Cortlandt Park, Borough of the Bronx: Restoration Master Plan. Technically, "conservation president" is from Theodore Roosevelt and the National Park System (not in article). The source says that Assemblyman Theodore Roosevelt opposed the bill, and he later became president according to the linked wiki article.

Thank you for detailed article, based on plenty of excellent sources, offline sources accepted AGF! Great expansion, no copyvio obvious. - Sorry, I don't like the hooks too much, am a bit allergic to "future", - I would prefer something about the park itself, with a picture? The gate is nice, and the painting even nicer! In the article, can you move the painting more to the context of the 1930s, please? - @Gerda Arendt: Sorry for the delayed response, and thank you for the review. I will address some of these concerns soon. The article is not half-improved yet, as I have to add a lot more info in the future. Anyway, here's a hook #4:
