Length, date are fine. References, inevitably most from the press, are fine, although the reliance of the list of past players on a single statistics website (not WP:RS) could be regarded as troubling. Interest is high - it is response to a requested article. Picture (Puskas) has a questionable copyright tag ("fair use"), but is used in another wiki article and is not being proposed here for DYK main page. Also took the liberty of bolding the hook. Also a little wary about the hook naming Qatar and Togo explicitly, as they are not the only federations who engaged in this, and may seem a little unfair to single them out. But the references seem to support that connection, and so see no reason (other than diplomatic sensitivity) to prevent it. Walrasiad (talk) 18:11, 27 July 2011 (UTC)[reply]

Thank you for the useful comments. The photo of Puskas has now been removed and changed to a public domain image of another player. With regard to the list, it might be helpful to clarify that the Rec.Sport.Soccer Statistics Foundation website is regarded as a reliable source by WikiProject Football following this discussion, and that some of the players on the list have a second source (an article in The Guardian).
