Why is the pi capitalized? Shouldn't \pi make a lowercase one and \Pi make the uppercase?

The pi is capitalized. You probably have your preferences set so that simple math is rendered in HTML, and the font you're using doesn't produce the glyph you're expecting for a lower-case pi.
