The flag has generally been used behind the scenes within wikipedia to symbolise political movements/organisation (see the above wikilinked examples). Blue has generally been used internationally as the colour of parties with a Conservative ideology (I know the US is an exception), although I'm using the two biggest international groupings as the main examples for this - the IDU and the EPP. In terms of colour, I know this hasn't been verified with sources but as it's for a "behind the scenes" template I feel we can use this generalisation (and it keeps things nice and consistent).
