4PS-TUPAD is a regional sectoral organization dedicated to representing and supporting consumers across multiple sectors. Established in 2021, the organization serves the community in Region III, encompassing the provinces of Bulacan, Pampanga, Bataan, Nueva Ecija, Tarlac, and Zambales. By binding together with common interests and concerns, 4PS-TUPAD provides assistance and advocacy to ensure the needs of all members and consumers are met. General Elpidio D Gabriel Jr (Ret) is currently the Chairman and President of the sectoral organization.

The organization is in confidence that all men, irrespective of any circumstances, are equal under the protection of law. It upholds the right of every citizen for equal protection under the law and affirms that no person shall be deprived of life, liberty, property and pursuit of happiness without due process as mandated by the Philippine Constitution. it is cognizant that every person has the right to equal access to every available economic, social and political opportunity.

4PS-TUPAD shall work for a general welfare of the people by according significant recognition to the consumers and less-privileged members of the community. it gears towards the holistic development and progress of human lives through increased support to various economic development programs and activities of the government extended to grass-root level, as well as the protection of people's social and political rights.

1. To promote the country's global economic competitiveness by actively participating in the world market; 2. Ro empower the community by encouraging people to participate in government programs aimed at improving their living condition. 3. To initiate timely livelihood projects and opportunities aimed at intensifying human development to uplift people's standard of living. 4. To participate actively and constructively on community development plans and initiatives to pursue its advocacy on environmental protection, preservation and conservation by launching programs and activities that will maximize total awareness gearing towards the solution to the problems on climate and global warming. 5. To foster social responsibility and corporate citizenship for the development of social-progressive citizenry by enhancing the practices and creativity for the continuity of social, cultural, and economic reform policies to make full use and take advantage of the advance technology for human development that may enhance globally competitiveness in this highly-technological time. 5. To encourage participation of the community for effective technology governance to achieve a graft free and transparent government. To work for the union of people with different cultures inculcating in them their moral and social responsibility being citizens of the Philippine archipelago. 6. To uphold the rule of law and the welfare of the majority along with the protection of human rights at all times. 7. To protect the rights of the consumers and to assist them for their concerns at all cost. To provide legal assistance to every needing consumers.
