Liaquat Ali Khan

Born in Pakistan, Liaquat Ali Khan is a professor of law at Washburn University, Topeka, Kansas. He teaches international law, human rights, and commerical law. His book The Extinction of Nation-States(1996) argues that the nation-state is not a sustainable geopolitical concept. He presents the concept of Free State to repalce nation-state. Free State adopts adminstrtive borders but rejects sovereign borders. The people, labor, capital, and goods are free to move across borders with no restrictions. His book A Theory of Universal Democracy (2003)argues that liberal/secular democracy cannot be the model for all Free States in the world. Accordingly, Universl Democracy does not demand that all states separate religion from law. Nations are welcome to set up religious communities but they must respect universal values of religious tolerance.
