Jamail Balino (born 24 September 1995) born in Tuguegarao City, Cagayan, the son of George H. Balino and Lilia F. Balino, his father is a retired Police in Recom II, while his mother is a lady of the house. Raised in Balzain West Tuguegarao City, baptised as a Roman Catholic and was named by a local priest as Jamail a name given by his father. He is the youngest of 4 children of his parents, he got 2 older brother and 1 elder sister.

At the age of 6 he started his pre-school at Tuguegarao North Central School together with his Primary school in the same school and graduated in the Year 2008. He started his High School in the Cagayan National High School and finished it at the year of 2012. After his High School he decided to took Medical Technology in Cagayan State University but he only ended up finishing his 1st year. He eventually look for a job and ended up as an Encoder in Department of Environment and Natural Resources (DENR at PENRO CAGAYAN) in Accounting Office having a 5 months of contract, after he finished his contract, he then started to look for a job again and ended up as Computer Operator in a Computer Shop at Balzain West. He decided again to enroll as Marine Engineering in University of Cagayan Valley and graduated at the year of 2017 June and awarded as Best in Machine Shop and Highest GPA in Machine Shop and in all Major Subjects.
