Non-admins can currently only do page moves over redirect pages when the redirect is to the old title. (see http://en.wikipedia.org/wiki/Page_move#Moving_over_a_redirect) When the redirect is going somewhere else, then the non-admin cannot move another page over that redirect. Instead, they get a big warning "The page could not be moved: a page of that name already exists, ..." with big red letters. (on enwiki)

This is not helpful for our trusted non-admins on Wikipedia, such as our rollbackers.
