Because Support, Oppose, and Neutral just isn't good enough in most cases. As we have seen from the BLP and CDA discussions, there is no easy way to reach consensus without first assessing what editors' opinions are on various subtopics. And it isn't always 100% support or 100% oppose, most of the time, an editor's opinion falls somewhere in the middle.

We need an easy way to ask each other, "what do you think about ____?" It is usually better to put such things on a scale from 1 to 10. This survey mechanism should preserve the ability to make comments on each item, but at the same time facilitate the user's input and understanding of what is being asked.
