Joint Task Force Guantanamo counter-terrorism analysts report that numerous Guantanamo captives either were al Qaida facilitators, or were associated with al Qaida facilitators.

The Summary of Evidence memo prepared for Bensayah Belkacem's Combatant Status Review Tribunal, on September 24 2004, and on the Summary of Evidence memos prepared for his first and second annual Administrative Review Board hearings, on 28 December 2005, and 19 November 2006 alleged[1][2][3]:

  • "The detainee was identified as the primary al Qaida facilitator in Bosnia."

Three of the allegations prepared for his CSR Tribunal, on 8 February 2007, stated:

  • "The detainee was a senior al Qaida facilitator. His primary duty was the care of al Qaida families residing in Pakistan. Additionally, the detainee was involved in vetting and transporting al Qaida fighters to Afghanistan."
  • "Individuals wanting to fight in Afghanistan were required to be sponsored by an al Qaida member and be interviewed by the detainee to verify their bona fides. Once the detainee, a former commander in Afghanistan, was comfortable with the individual's background, the detainee would arrange travel to Afghanistan for the individual."
  • "The detainee was the deputy to al Qaida's third in command and was responsible for al Qaida activities and logistics throughout Pakistan."

  • Described as both an al Qaeda facilitator and one of al Qaeda's major recruiters in Europe.[8]

  • "The detainee admitted living and working with Luqman in Indonesia."
  • "Luqman is an al Qaida Senior Facilitator who was arrested on 04 October 2002. Luqman had been the number one target inside of Saudi Arabia for several months and had been the subject of a massive manhunt."
