The draft namespace is for drafts of Wikipedia articles. Logged in users may create pages in the Draft: namespace to work on them before either submitting them to WikiProject Articles for Creation or directly publishing to the main article space. Pages in the Draft: namespace are not Wikipedia articles.
It's expected that drafts are works in progress, and most will not meet Wikipedia's standards for quality at first. Although draft pages are exempt from the article speedy deletion criteria, draft pages may qualify for speedy deletion under the general criteria, and content that violates our policy regarding material about living people must be removed or deleted. In addition, drafts which duplicate an existing topic should be considered for merging with the main article rather than being considered for deletion.
Although it's expected that draft pages will eventually become Wikipedia articles, there is no deadline for drafts to be "ready", and nominating a draft page for deletion for the sole reason that it is old is unlikely to benefit the project.
