I saw that there was guide to requests for adminship, but no guide for permissions in general, so here.

1. Remember what right you're requesting. This actually is a serious problem, like where you request mass message sender and say "I am a great vandal fighter". Read about the right you're requesting as well, so they don't just decline you and say "hat collecting".
2. Don't request rights three days after joining. Essentially, like WP:NOTNOW, but for rights in general. Especially if the right you're requesting is one that requires significant experience in a field (like account creators, autopatrolled, or patroller). Most rights have guidelines for granting, so keep that in mind too. On that note:
3. Request rights that relate to what you do. For instance, don't apply for event coordinator if you love to review pending changes and want a challenge. Otherwise, you'll just receive " Not done, lack of experience" as your reply.

Those are my general suggestions, but for specific rights, here are my suggestions:

Pending changes reviewer - Point to counter-vandalism experience. If possible, new pages patrol or AfC experience may also help, as that's basically "pending pages review".
Rollbacker - Point to use of Twinkle or RedWarn, counter-vandalism, and an absurd desire to use Huggle.[1]
  1. ^ It is a proven fact that most users who request rollbacker just want to use Huggle. Suggestion: Add a CheckPage-style system so ChipWolf doesn't get angry.
