Background[edit]

In 1998 election, then-Governor Jose Lina Jr. sought a second term under the Laban ng Makabayang Masang Pilipino (LAMMP). Ended at Lina's landslide victory over the candidate of the Lakas–CMD's then-3rd District Congressman Florante Aquino. Lina garnered 602,461 votes over Aquino's 132,500 votes. This is considered as the most highest margin of the winning candidate to the runner-up since the 1971 election.

Lina's running-mate, then-Vice Governor Teresita Lazaro also running under the LAMMP, also won her second term. Lazaro's victory is not like Lina. Lazaro faced Ma. Alita Mercado of the Nationalist People's Coalition (NPC). Luckily, Lazaro won over Mercado, She garnered 267,084 votes over 245,798 votes of Mercado. The bet of the Lakas–CMD former Congressman Roy Almoro ended-up in the third place getting 157,070 votes.
