This source is the official ShakeAlert website run by the organization itself. Richard Allen is the Director of the Seimological Laboratory at Berkley, one of the only universities across the country that has received funds for the system. He is also a Professor and Chair of the Department of Earth and Planetary Science, so his is a rather credible source in the field of academic science.
