The Florida Endowment for Vocational Rehabilitation, which is also known as The Able Trust, was uniquely created in 1990 by the Florida Legislature to afford disabled citizens of Florida "...a fair opportunity to become self-supporting, productive members of society."[1] The Able Trust is a publicly-supported charity qualified under Section 501(c)(3) of the Internal Revenue Code to receive charitable gifts.[2] The Able Trust functions to support and operates under the governance of the Division of Vocational Rehabilitation, which is part of the Florida Department of Education.[3] The Board of Directors of The Able Trust consists of nine individuals appointed by the Governor of Florida to serve a three-year term, and "[e]ach member is accountable to the Governor for the proper performance of the duties of office."[4] The Governor of Florida has selected The Able Trust as part of the Florida Governor's Alliance for the Employment of Citizens with Disabilities, which exists to (a) increase employment opportunities for disabled Florida citizens, (b) improve the business community's and the public's awareness of the capabilities of those disabled citizens, and (c) recommend policies to the Governor of Florida to accomplish the same objectives throughout Florida.[5] Through its grant programs, "The Able Trust supports a diversity of projects, including on-the-job coaching, supported employment, job skills-training, job development, employer outreach, ADA facility compliance, skills evaluation and programs leading to employment."[6]
