"The President's powers under the Institute for Advanced Studies Act, 1940, are exercised on the advice of the Government; his powers under the Central Bank Act are equally exercised on the advice of the Government. However, the exercise of his powers under the Red Cross Act are not so constrained and his appointment of an ombudsman is not made on the advice of the Government but pursuant to a resolution of the Oireachtas."[1]
