Bureau for International Language Co-ordination (BILC) BILC is a voluntary consortium of national defense sector language training and testing institutions from NATO and NATO partner countries. While an independent organization not directly part of the NATO military or civilian hierarchy, it nevertheless serves in as a NATO advisory body for language training and testing issues and is recognized as the custodian for the NATO Standardization Agreement 6001 (STANAG 6001) "LANGUAGE PROFICIENCY LEVELS" through BILC member Canada/Bureau for International Language Coordination (BILC). The primary interlocuter in the NATO structure for BILC is Allied Command Transformation Joint Education and Training (JET).
