Here's my lead:

Plan Bay Area 2040 is a state-mandated law that aims to integrate sustainable strategies to reduce transportation-related pollution and external greenhouse gas emission in the nine-county San Francisco Bay Area. The plan addresses methods of transportation, land-use and housing. Over the next 25 years, the Bay Area is expected to grow by 2 million people and with the projected growth and the growing economy, the Bay Area must provide more housing and transportation choices that will reduce their carbon footprint.

The goal of this plan is to improve on their earlier efforts of network and growth within the context of finance and environmental responsibility. Like all plans, it is a work in progress that will be updated every four years to reflect on new priorities and changes.

There is plenty of other information in which this Plan can expand in. I believe the three key points would be transportation and housing as it both targets population growth and how that growth will affect greenhouse gas emissions.

Employment Forecast

The Bay Area has a high concentration of knowledge-based industries, research centers and universities. It is home to one of the most famous tech clusters throughout the globe known as Silicon Valley. With the industries available within the region, it does not come as a surprise that the Bay Area is also home to a highly educated and international labor market.

Housing

Due to demand of high-tech and innovative jobs within the region, there needs to be sufficient housing to accommodate the growing population.
