Wikipedia image policy requires that images can be both modified and used commercially

Wikipedia can't use this image. As part of Wikipedia's goal to produce free content, our Wikipedia:Image use policy requires images to be both modifiable and commericially reuseable. The creative commons license that the image appears to be licensed under does not permit modification ND (No-derivative works) or commercial use NC. It's possible the image might be fair use.
